Senate Bill 373 is currently in the Judiciary Committee. Some of its content is highlighted below and needs all of our attention. Please contact your local senator and let him/her know your disagreement with this bill. This type of bill might appear to come from animal lovers but is often intended to be an anti-hunting maneuver.
Proposed prohibitions:
*Can't chain a dog outside if there is a National weather service warning
*Can't chain a dog outside for more than 30 minutes if temperature below 32
or above 90 degrees
*Can't chain a dog outside for more than the time it takes to complete a
temporary task, and the dog must be periodically monitored and have access
to food, water, and shelter at all times while chained.
*Any shelter for a dog kept outside must be 12 inches plus the dog's length
in depth; 18 inches plus the dog's length in width; the ceiling must be 3
inches higher than the dog's height on the low side and 9 inches higher than
the dog's height on the high side, and the floor must be constructed of
non-conductive, waterproof material and elevated at least 3 inches above the
ground surface.
*Sufficient bedding is to be provided for insulation but cannot use hay,
rags, blankets OR OTHER MATERIALS THAT RETAIN MOISTURE.
*Penalties include Misdemeanor 3 charges, veterinary costs, and shelter
costs (which indicates they plan on seizing your private property and
holding it).
